Power to remove difficulties.— If any difficulty arises in giving effect to the provisions of this Act or any rule or notified order made thereunder, the State Government may, by order in writing which shall not be inconsistent with the provisions of this Act or rules or notified order made thereunder, remove such difficulty : Provided that no such order shall be made after the expiry of two years from the date of coming into force of this Act.
