Cognizance of offences. - (1) No Court shall take cognizance of an offence under this Act except with the previous sanction or on the complaint of the Inspector- General or any other Police Officer (not below the rank of Commandant [or Deputy Commandant]) authorised by him in this behalf. (2) No Court inferior to that Magistrate of the First Class shall try any offence under this Act.
