On the application of these rules, all rules. made or issued on this subject and which were in force in this State immediately before the commencement of these rules, shall stand repealed. Provided that any thing done or any action taken under the rules, so repealed shall so far as it is not inconsistent with the provisions of these rules shall be deemed to have done or taken unde .the provisions of these rules.
