If Irrigation Panchayat or the permanent holders of not less than two third, or not less than 95 per cent of the permanent holders of, all land under irrigation or under agreement in a village, mahal or chak desire the assistance of Banihar for distribution of water beyond outlet, they shall intimate their desire in writing to the section subordinate, specifying the period for which the assistance is required.
