When an application in Form 29 is received: - (a) The Executive Engineer shall cause such investigation to be made as he may consider suitable; (b) The investigation shall be made in consultation with the permanent holders concerned; and (c) The proposals accepted by the permanent holders concerned shall be marked on a copy of the village map, which shall be signed by not less than three of the leading permanent holders, who have applied for investigation or, if the number of persons who have applied is less than three by all such persons.
