(1) Any person aggrieved by the decision of the Agency, within 30 days (including public holidays) from the date of decision, appeal before the appellate authority. (2) The appellate authority, after hearing the Agency and the aggrieved person and considering all relevant facts, may accept or reject the appeal or modify the decision taken by the Agency. The decision of the appellate authority shall be final.
