Power to make Regulations (1) The Development Commissioner may make regulations not inconsistant with this Act and the rules made thereunder for the purpose of giving effect to the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing powers such regulations may provide for the following matters, namely: - (a) all matters expressly required by this Act to be prescribed by regulations under sub-section (3) of section 3; (b) the terms and conditions of the generation, transmission, distribution sale, supply and use of electrical energy under section 11; and (c) the fixation of electricity tariff under section 11.
