Supplementary programme and budget -The Board, may at any time, during the year in respect of which a programme has been prepared and forwarded to the State Government under section 35 forward a supplementary programme and budget to the State Government. Provided that where the Board is indebted to the State Government, such supplementary programme and budget shall have to be sanctioned by the State Government.
