Filling up of casual vacancies -In the event of the death, resignation or disqualification of a member, a casual vacancy shall be deemed to have occurred in his office and such vacancy shall be filled in, as soon as may be, by the appointment, of a person thereto as member, who that take office forthwith and shall hold such office for the unexpired term of his predecessor.
