(1) If any member of the Raksha Dal willfully neglects or refuses to deliver up his certificate of Enrollment and the arms or any other article in accordance with previous of sub-section (1) of section 16, he shall, on conviction, be punished with imprisonment which may extend to fifteen days or with fine which may extend to Two hundred and fifty rupees or with both. (2) If any member of the Raksha Dal willfully neglects or refuses to deliver the certificate of enrollment and the arms or any other article in accordance with the previous of sub-section (2) of section 16, he shall, on conviction, be punished with fine which may extend to five Hundred rupees.
