(1) An elected or nominated member may at any Lime, Casual vacancies, resign his membership by tendering Ids resignation in. writing- under Ids hand to tlic President, and his scat shall thereupon become vacant. (2) An elected or nominated member shall be deemed to have vacated big scat if— (i) lie is absent without excuse sufficient in the opinion of the Council, from three consecutive ordinary meetings, of the Council; or (ii) lie is absent out of India for a period exceeding six ; consecu live months; or (iii) is name is removed from the State Register under i section 17. ■ (") If any question, dispute or doubt, arises wheiher a yacaney has occul ted under .sub-section (2), it shall be decided ■ by the State Government and its decision shall he final.
