Metho AS Or recruit merit —(l)Recriiitment to the service aftr the commer.cernmt of these tales,.shalj be mode by the follaseing Methods, namely: (a ) Cby direct recruitment by selection bylcompe- titive examination or interviews ; by promotion of the members of the service as specified in column (2) of Schedule-IY:; by trinsfer of• person who hold in a sub- stantive capncity .such postsin such serviece 2s may be specifizain this behalf.
