Powers of the Minister Incharge to make transfers. - Notwithstanding anything contained in this Act or in any other law for the time being in force, the Minister Incharge Evacuee Property Department shall have the power of transferring officers and employees of Evacuee Property Department, appointed under section 4-A, to a Department of the Government and vice versa : Provided that the conditions of service of such officers and employees are not affected by such transfers.]
