Penalty for offences not expressly provided for. - Whoever contrivances any provisions of this Act or of any order made thereunder or direction given under this Act or obstructs the lawful exercise of any power conferred by or under this Act shall, if no express provision is made by this act for the punishment of such contravention or obstruction, be punishable with imprisonment of either description for a term which may extend to six months, or fine, or with both.
