Acts and proceedings of Board not to be invalidated by vacancy, etc. - No act or proceeding of the Board shall be invalid merely by reason of- (a) any vacancy or defect in the constitution thereof; (b) any defect in the nomination or appointment of any person acting as a member thereof; or (c) any irregularity in its procedure not affecting the merits of the case.
