Disqualification for election to a Prabhandhak Committee.— A person shall not be eligible for election as a member of a Prabhandhak Committee if he,— (i) is of unsound mind, or (ii) is an undischarged insolvent, or (iii) is a Granthi of a Sikh Gurdwara, or (iv) is a paid servant of any Sikh Gurdwara or of the Board, or (v) is a Patit, 3[(vi) is not a permanent resident of the State].
