Appeal. ––(1) Any person aggrieved by an order passed by any authority under this Act may within a period of thirty days from the date on which the decision was communicated to him, prefer an appeal before the Appellate Authority as may be appointed by the Government who shall be a person holding the post not below the rank of District Judge or has held the post as such : Provided that the Appellate Authority may entertain the appeal after the expiry of said period of thirty days but not later than sixty days if it is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time. (2) After the receipt of any appeal under sub-section (1), the Appellate Authority shall, after giving the appellant an opportunity of being heard in the matter, dispose of the appeal as expeditiously as possible.
