Cognizance of offence.–– (1) No court shall take cognizance of an offence punishable under the Act except upon a complaint, in writing, made by the Registrar or any other officer authorised by the Council in this behalf, by a general or special order. (2) No court inferior to that of a Magistrate of the first class shall try any offence punishable under the Act.
