Power to make rules. ––(1) The Government may, with the constitution or declaration of the Prescribed Authority, make rules to carry out the purposes of the Act : Provided that after constitution or declaration of the Prescribed Authority, as the case may be, no rule shall be made, varied, amended or repealed without consulting the Prescribed Authority.
