Penalties.––If any person–– (a) contravenes any of the provisions of this Act or the rules made thereunder ; or (b) obstructs any officer or person in the exercise of any power conferred, or in the performance of any duty imposed, on him by or under this Act, he shall be liable to be punished with fine which may extend to one thousand rupees.
