For vexatious delay.––Any officer or person exercising powers under this Act, who vexatiously and unnecessarily delays forwarding to a 4[Deputy Commissioner] any person arrested or any articles seized under this Act shall, on conviction before a 3[Judicial Magistrate] of the first class, be punished with fine which may extend to one hundred rupees.
