The Jammu and Kashmir Excise Act, Samvat 1958 has, therefore, to be read subject to the provisions of the Dangerous Drugs Act, 1930 and also the Opium Act, 1957 so far as the cultivation of the poppy and the manufacture of opium are concerned. According to the definition given in section 2(h) of the Dangerous Drugs Act, 1930 “Dangerous Drug” includes coco leaf, hemp and opium and all manufactured drugs as defined in section 2(a), (c), (e) and (g) of the said Act.
