Dzrections by the Government.-( I) In the discharge of 11s functions, the Authonty shall be guided by such directions on que~tions of policy J.~ may be given to it by the Government. (2) If any quesuon arises as to whether any matter is 01 is not a matter m respect of which the Governmrnt may 1ssue a dtrectwn under sub-section ( l), the riecis10n of the Government thereon shall be final.
