The Government may offer any aid to the establishment of warehouses under this Act, by way of grand or lease of land, or of subsidy towards the cost of construction or by guarantee of a reasonable return on the capital invested, or in any other manner, and on such terms and conditions as may appear to the Government suitable in the circumstances of any particular case.
