The School.\--( 1) rhc University shall have the followmg Schoob, namely -- (1) School of Aquaculture and BIOtechnology, (11) School of f1shene~ Resource Managcm<;nt and Harvest Technology, (111) School of Aquatic rood Products and lechnology. (IV) School of rlshcry Environment, (v) School of Ocean Stud1es and l'cchnology, (v1) School of Ocedn Engmccnng and Underwater 'lcchnology, (vu) School of Management and I:ntrcprcncursh1p, and such other schools as may be prescnbed from t1me to t1mc. (2) Each school may compnse such departments and With such syllabi ~f subjects of study as may be prescnbcd · (3) [ach school w1ll have a Director appomtcd as per Statute<; ( 4) 1 he D1rcctor shall be the Ch1cf fxecut1vc of the School under hun and shall be re~pons1ble for the fa1thful ob~crvancc of the Statutes, Ordmance-; and Regulat10ns rclatmg to the School and for the orgamzatJOn and for carrymg out teachmg, research and extensiOn work m the school 84 (5) In carrymg out tcachmg, research and extensiOn programmes, the Duector shall work m close co-operatton With the Heads of Departments, D1rector of Research and D1rector of Extension. (6) The D1rector shall have financ1al powers for the day to day and . routmc funct1onmg of the School 21 Sc_hool Govermng Counczl-( I) The School Govemmg Council !>hall conSI!>t of the followmg members, namely - (1) D1rcctor of the School, who ~hall be the Cha1rman, (n) Head!> of all Depdrtment!> of the School, (111) Semor most reacher of each Department, (1v) FuJJnce Officer or h1s rcpre!>entat1ve not below the rank of ASSIStant, fv) not more than f1ve expert~ 1n the f1eld nommated by the V1ce-Chancellor m consultatiOn w1th the Director Prov1ded that :.uch experts shall be mv1ted only when the agenda mcludes d1scu:-slon on curnculum rev1~1on Councd (2) rhe School Go"cmmg Councd shall meet at lca!>t once m a month (1) More than hall of the members .;hall form the quorum of the 22 PoH;cr, and Funuwn\ of the 'Sc_hool Gove1 ntng Council-( I) ~II policies regard1ng academic and admm1strat1vc matter:- of the School shall be taken m the mcetmg of the School Govcmmg Counc1l (2) The School Govemmg Council shall oversee and approve proposal~ from the Dcpartmcntdl Governmg Council m all academic matters mcludmg cxammat10ns and results thereof (3) The D1rector shall carry out the deeisionc; of the School Govemmg Council and co-ordmate the functiOns of the departments m the best mtercst of the School and the Umvl'r~lt)' (4) rhe School Ciovernmg Council shall prescnbe the qualificatiOn'> of the cxammer~ and approve the panel of exammer~ for externdl exammatwns (5) The D1rector ~hall appomt cxammers and conduct the external exammallons j I j It· .. 85 (6) The School Govemmg Counc1l shall meet at least once m three months or as and when required to review the academic actiVIties and to take decisions on need based curncular changes (7) 'lbe School Govemmg Council shall have adequate fmancial powers • for the functiOning of the yanous departments under the School mcludmg power for strengthemng the mfrao;tructurc, Irnprovmg the tcachmg and research facilities and for mamtammg and operatmg research vessel • • (8) Without preJUdice to the provi'>Ions m sub-claul>e'> (I) to (7), the School Govemmg Council shall have the followmg powero;, namely -- (a) to propose the courses of studic~ I!l the mstJtutiOns mamtamed by the Umversity, (b) to propose the qualificatiOns of teachers m Schools and other mst1tut1ons mamtamcd by the Umvers1ty, (c) to propose the quahficatwns of students for admiSSion to the vanous courses of studies and to the cxammat10ns and the conditions under wh1ch exemptions may be granted, / (d) to make proposal for mstruct10n and trammg m such branches of leammg as 11 may thmk fit, 7(~) to make propol>al for the mstttutlon of Proiessorsh1ps . Rcader<;h!ps, Lccturcrship<; and other teachmg and research po\lo; required by the Um'verslly, ( 1) to propose schemes for the con<;tllutiOn or reconstitutiOn of departments for teachmg, reseacch and cxtenswn educatiOn based on the propoc;ab rccctvcd from the Department Govemmg Council, (g) to exerCI'\e such other powers and perfonn such other functiOns as may be confcned or 1mpo~ed on 11 by thts Act dnd Statutes, Ordrrianccs and RegulatiOns made thereunder 23 Departments-( I) f:ach School shall have such number of Departments as may be prescnbed from time to ttme (2) Each Department shall have a Head w)lose appomtment, powers and duttcs ~hall be such a'> may be prescnbed by the Statutes (3) The Head of the Department shall be the Executive Head and shall be responsible for the faithful obscrvdncc of Statute'>, Ordmancc<> and RegulatiOns rclatmg to the Department and for the orgamzat10n and condu'ct of teachmg, research and extcns1on work m the Department under h1m .. 86 ( 4) The Head of the Department shall also be respons1ble to the Duector of School for the teachmg. research and extenswn programmes entrusted to h1s Department 24 The Department Govermng Counctl -{ 1) All permanent teachers of the concerned Department shall be the members of the Department Governmg Counc1l (2) All pohc1c~ regardmg the academic and admmJstratJve matters pcrtammg to the Department shall be taken m a meetmg of the Department Govcmmg CounCil ... ( 4) 1 he Vtce-Chancellor shall ensure that the prov1s10ns of thts Act, Statutes, Ordmances and Regulations made thereunder arc observed and shall have all the powe1s neces~ary for that purpose (5) The Vtcc-Chaneellor shall be re~pons1ble for the presentation of the budget esttmate and the statement of accounts and the balance sheet to the Umver~tty Gcwemmg Council (6) The Vtce-Chancellor may take any actton m any emergency wh1ch m ht'> opm:on calls for unmedt.ate actiOn and shall m such a case and at the earltc~t opportumty thereafter report the actiOn so taken to the officer or authonty person shall not be appomted as Pro-V1ce Chancellor for more than two consecutive terms (3) 1 he Pro-V1ce Chdncellor <>hall be a full-t1me salancd officer of the Umver~•ty and the term.<> and li>, by reasons of Illness or absence or any other cause, unable to perform the dut~es of h1s Off1ce, the Chancellor, upon the recommendatiOn of the V1ce-Chanecllor, may appomt a su1table person to Umvcrs~ty for furtherance of the obJC'Ctives of the limvcrsity, (x1) conditiOns and procedure for the affiliation of colleges or for withdrawmg the affiliatiOn of colleges, (x11) the norms for grant of autonomy to Umvers1ty schools, departments, colleges and rccogmsed mstnuuons, subJect to the approval of the State Government, (x111) acceptance and management of trusts, bequests, donations, endowments and grants from mdividuals or orgamsatwns, (x1v) provision of reservatiOn of adequate number of posts of tea<.hers, officers and other employee~ of the Umvers1ty, colleges, and schools • for the members of the Scheduled Castes and Scheduled 1 nbes and Other • Backward Classes m accordance with the Constitutional proviSions and pohcy of the State Government, (xv) fixmg of number of workmg days, number of actual days of IRstructwns, holidays other than Sundays, vacatiOn and terms 111 academic year, (x v1) disciplmary action agamst teachers, officers and other employees of the Umvcrs1ty, affiliated ~olleges and recogmsed mstltutions, (xvu) the taking over or transfernng, tn pubhc mterest, of the management of a college or msututiOn by the Umvers1ty and the conditions for <;uch takmg over or transfcmng, subJect to the approval of the State Government, and (xv111) any matter a:. may be prcscnbed by Statutes or which IS necessary to g1vc effect to the proviSions of th1s Act 109 .. 67 Protedure for makmg Statute~ (1) Notw1thstand1ng anyth1ng conta1ncd tn th1s Act, the Government shall make the f1rst Statute of the Umvcrslly . (2) I he Govcrnmg Coune1l may, from 11mc to t1mc, make new • or add1twnal Statutes or may amend or repeal the Statutes referred to m sub-sect10n ( 1) • > (3) The Statute may be made, amended or repealed by the Govcmmg Council m the manner heremaftcr provtdcd,- (1) 'lbc Govemmg C~unctl may take mto consideratiOn the draft of a Statute e1ther moved by any member of the Council or on a proposal by the VIce-Chancellor, (11) '!be Govemmg Counc1l, 1f 1t thmks necessary may also obtam the op1mon of any officer, authonty or body of the Untvcrslly m regard to any draft Statute wh1ch IS before 1t for consideration Prov1dcd that, where any such draft Statute pcrnuns to acadcm1c matters, the Govemmg Council shall obta{n the optmon of the Academtc Counc1l before constdenng the same, (111) '!be Govcmmg Council shall not propose the draft of a Statute or of an amendment to a Statute affcctmg the status, powers or constttutton of any authonty of the Umvcrstty until such authonty has been gtvcn an opportumty of exprcssmg an opm10n upon the proposal and any opm10n so expre<>Scd shall be m wntmg and shall be cons1dercd by the Govcmmg Council (tv) [very Statute passed by the Governmg Counctl shall be subn11tted to the Chancellor who may gtve or wHhhold hts assent thereto, or send 1t back to the Govemmg Council for reconsideration, (v) No Statute passed by the Govemtng Counctl c;hall be vahd or shall come mto force until asc;ented to, by the Chancellor 68 Ordmances -Subject to the condlt10ns preo;cnbcd by or under thts Act, the Govcmmg Counc1l may make Ordmances, to provtde for all or any of the followmg matters, namely- (1) the conditions under whtch students shall be admttted to courses of study for degree, dtploma, certtficatc and other academ1c dtstmcttons, 110 (u) the fees to be charged for enrolment of students for attendmg such courses m the Umvcrs1ty and that for admiS~Jon to the exammat1ons leadmg to degrees, diplomas, certificate and other academiC d1stmctwns, and for registratiOn of graduates and any other type of fees to be charged, (u1) the cond1t10n~ of residence, conduct and dJSCiplme of the students of the Umvc~lty, and actiOn to be taken agamst them for breach of d1sc•phnc or misconduct, mcludmg the followmg -- (a) usc of unfdir means at an cxanunallon or abetment thereof, (b) refusal to appear or g1vc evidence m any authonsed mqmry by an officer m charge of an exammatwn or by any officer or authonty of the Umvcrslly , or (c) disorderly or otherwise obJeCtiOnable conduct, whether w1thm or outs1dc the Umvers1ty, (•v) the cond1t1ons govcnung the appomtmcnt and dulles of cxammers, . (v) the conduct of cxammat10ns and other tc'its and the manner m v. h1ch the candidates may be a~~cssed or cxammcd by the cxammcrs, (v1) the classification of teachers, staff strength m vanous departments, v.orkload of teachers and other staff m the Umvcrs1ty departments, colleges and schools, (vu) the mo;pcctJon of colleges, rccogmsed mstJtutJOns, and hostels; (\ lll) the mode of executiOn of contracts or agreements for, by or on behalf of the Umvers•ty, (1x) the rule~ to be observed and enforced by colleges and recogmsed mstitutwns regardmg transfer of students wherever necessary, (x) the duties and functiOns of students' assoc1atwns and other orgamsatwns m colleges, (x1) all other matters wh1ch, by or under th1s Act or Statutes, arc to be or may be, provided by Ordmanccs, and (xu) generally, all matters for which proviSion IS, m the opm1on of the Govcrnmg Council, necc~~ary for the exercise of the power<> conferred or the performance of the dut1e~ unposed on any authonty of the Umvers1ty under th1s Act or Statutes • • • • 111
