Offuial representation.-(1) An improvement scheme may be framed by the Board on its own motion, or on an official representation by the Corporation. (2) The official representation referred to in ~ub-1ection (1) m~y be made by the Corporation- ( a) on its own motion, or (b) on a written application by its Commissioner, or • / • ~ 28 (c) in respect of any area comprised in any division ofthe Cit}, on a written application signed by twenty-five or more residents of such diVISIOn who are hable to pay property tax under the Tnvan- drum City Mumc1pal Act. (3) If the Corporation decides not to make an official represen- tation on an)' application made to it under clause (b) or clause (c) of sub-section (2), 1t shall cause a copy of such application to be sent to the Board w1th a statement of the reasons for its deciswn.
