Advances from revenue account to capital account.-( 1) Notwith • standmg anything contained in section 123, the Board nmy advance any sum standing at the credit of the revenue account for the purpose of meetmg cap1tal expenditure. (2) Every such advance shall be 1efunded to the revrnue account as soon as may be pract1cable.
