Whenever the Board allows any street vested in it to be used for public traffic, it shall -- (a) keep the street in good repair, as far as practicable, and do all things necessary for the safety and convenience of persons using it, and (b) cause the street to be watered, if it considers it necessary to do so for the public convenience.
