If the Council of the Corporation of Trivandrum does not, within such times as may be prescribed by the Government, elect one or both of the Trustees referred to in clause (f) of section 4, the government shall, by notification, appoint a member or two members, as the case may be, of the said Council to be a Trustee or Trustees; and every member so appointed shall be deemed to be a Trustee duly elected by the said Council.
