(1) Whenever the Government sanction an improvement scheme, they shall announce the fact by notification and, except in the case of a deferred street scheme, development scheme or town expansion scheme, the Board shall forthwith proceed to execute the same. (2) The publication of a notification under sub-section (1) in respect of any scheme shall be conclusive evidence that the scheme has been duly framed and sanctioned.
