When framing an improvement scheme in respect of any area, regard shall be had to(a) the nature and the conditions of neighbouring areas and of the City as a whole; (b) the directions in which the expansion of the City appears likely to take place; and (c) the likelihood of improvement schemes being required for other parts of the City.
