(1) An improvement scheme may be framed by the Board on its own motion, or on an official representation by the Corporation. (2) The official representation referred to in sub-section (1) may be made by the Corporation -- (a) on its own motion, or (b) on a written application by its Commissioner, or (c) in respect of any area comprised in any division of the City, on a written application signed by twenty-five or more residents of such division who are liable to pay property tax under the Trivandrum City Municipal Act. (3) If the Corporation decides not to make an official representation on any application made to it under clause (b) or clause (c) of sub-section (2), it shall cause a copy of such application to be sent to the Board with a Statement of the reasons for its decision.
