The duty of carrying out the provisions of this Act shall, subject to the restrictions, conditions and limitations therein contained, be vested in a Board to be called "The Board of Trustees for the Improvement of the City of Trivandrum": and such Board shall be a body corporate and have perpetual succession and a common seal, and shall by the said name sue and be sued.
