(1) Whoever keeps in his possession a press which 4s used for the printing of books or papers without making a deposit under section 40 or section 4 as required by the Government or the Magistrate, as the case may be, shall be punishable with imprisonment for a term which may extend to three years or with fine or with both. (2) Whoever publishes any newspaper without making a deposit under section 44 or section 46 as required by the Government or the Magistrate, as the case may be, or publishes such newspaper knowing that such security has not been deposited shall be punishable with imprisonment for a term which may extend to three years or with fine or with both.
