All office-holders and servants attached to an institution or in receipt of any emolument or perquisite from an institution shall be under the orders and control of the trustee and the trustee may by a written order fine, suspend, remove or dismiss any of them for breach of trust, incapacity, disobedience of lawful orders, neglect of duty, misconduct or for other sufficient cause and a copy of such order shall be communicated to the office-holder or servant concerned.
