The Board may make bye-laws not inconsistent with Part II of this Act or the rules made thereunder as to-- (a) the division of duties among the members of the Board; (b) the procedure and conduct of business at the meetings of the Board; (c) the books, registers, and accounts to be kept at the office of the Board; (d) the form and manner of applications to the Board; and (e) generally for the conduct of all proceedings and business of the Board under Part II of this Act.
