It shall be competent to the Devaswom Commissioner to prescribe the necessary forms for accounts, statements and returns to be submitted by trustees, officers of the Devaswom Department or committees under this Chapter and with the previous sanction of the Board, to frame rules from time to time for the carrying out of the purpose of the provisions of this Chapter and they shall be published in the [Kerala Government Gazette] and thereupon shall have the force of law.
