Every license granted under this Act shall, unless otherwise provided for in the rules be transferable and may be granted and renewed for any period not exceeding one year, subject to the payment of such fee and on such conditions as may be fixed by rules made by the Government from time to time: [Provided that the Government or the local authority may, in the interests of scientific research, exempt any person from taking out a license under this Act:] Provided further that the provisions of this section shall not apply to fishing stakes and China nets.
