Procedure for making Ordinances.—(1) All Ordinances made under this Act shall have effect from such date as the Executive Committee may direct, but every Ordinance when made and the repeal of any Ordinance shall be laid before General Council during its next succeeding meeting. (2) If any Ordinance or repeal of an Ordinance is not laid before the General Council as required by sub-section (1) the Ordinance shall lapse or as the case may be, the Ordinance repealed shall revive after the next succeeding meeting of the General Council. (3) Ordinance which involves expenditure shall not be passed by the Executive Committee without the prior approval of the Government. (4) Subject to the provisions of sub-sections (1) and (3) the procedure to be followed for making, amending or repealing Ordinances shall be as may be prescribed by the Statutes.
