Vacancies.— If any vacancy occurs in the office of a member of a Council through death, resignation, removal or disqualification of such member or otherwise, prior to the expiry of the term of his office, the vacancy shall be filled in the manner prescribed by rule. Any person elected or nominated to fill the vacancy shall, notwithstanding anything contained in section 8, hold office only so long as the member in whose vacancy he is elected or nominated would have held office if the vacancy had not occurred: Provided that it shall be lawful for the Council to exercise its powers under this Act, notwithstanding such vacancy.
