Regulations.— (1) Each Council may, with the previous sanction of the Government, make regulations not inconsistent with this Act or the rules made thereunder, for all or any of the following matters, namely:- (a) the time and place at which the Council shall hold its meetings and the manner in which such meeting shall be convened and held under section 15; (b) the procedure relating to appeals against the action of the Registrar under section 33; (c) all other matters which may be necessary for the purpose of carrying out the objects of this Act. (2) All regulations made under this section and duly confirmed by the Government shall be notified. (3) The Government may, by notification in the Gazette, cancel any such regulations. 65
