Registrar.— (1) The Government shall, appoint a Registrar common to all the Councils and he shall be the Secretary to such Councils and committees appointed under section 18. The Government may grant him leave and may appoint a person to act in his place. (2) The appointment of Registrar shall be made from the post not below the rank of Additional Secretary from Law Department, on deputation basis.
