(1) No Court shall take cognizance of any offence under this Act except with the previous sanction in writing of the Registrar, and no Court inferior to that of a Magistrate of the First Class shall try an offence punishable under this Act. (2) No sanction shall be given under sub section (1) without giving the party concerned an opportunity of being heard.
