(1) Notwithstanding anything contained in this Act or in any rules made thereunder or in any other law for the time being in force, the Government may, in consultation with the Agricultural Development Bank, by general or special order in writing empower any primary agricultural credit society registered or deemed to be registered under the Kerala Co-operative Societies Act, 1969 (21 of 1969), to perform all or any of the functions of a primary bank under this Act. (2) A primary agricultural credit society empowered under sub-section (1) shall, in respect of the functions so conferred on it, be deemed to be a primary bank under this Act provided that no such society shall have the right to be a member of the Agricultural Development Bank. (3) A primary agricultural credit society empowered under sub-section (1) shall be made a member of the primary bank within whose jurisdiction the primary agricultural credit society is functioning, and shall be given representation in the committee of such primary bank, in the manner prescribed.
