Presidency at meetings.—(1) The Chairman shall preside at the meetings of the Board and shall have and exercise a second or casting vote in the case of an equality of votes. (2) In the absence of the Chairman, an officer of the Government in the Board, shall preside and he shall while so presiding, have all the powers of the Chairman. (3) No business shall be transacted at any meeting of the Board unless one-half of the sanctioned number of members of the Board are present at the meeting.
