Powers and duties of the Finance Council.—Subject to the provisions of this Act and Statutes made thereunder the Finance Council shall have the following powers and duties, namely:— (i) to prepare suitable projects for the development of the University and to submit to the Syndicate for approval; (i1) to scrutinize the expenditure not included in the budget before incurring it and submit to the Syndicate for approval; (i11) to examine the annual accounts and financial estimates prepared by the Finance Officer and submit to the Syndicate for approval with necessary modification; (iv) to determine limit of the recurring and non-recurring sums that may be expended each year on the basis of the assets and income of the University and submit to the Syndicate for approval; (v) to assist the Syndicate for the preparation of annual budget of the University; (vi) to exercise such powers and perform duties under this Act or rules, Statutes, Ordinances or Regulations made thereunder.
