Power of State Sports Council to make Regulations - (1) The State Sports Council may, subject to the provisions of this Act and the rules made thereunder and with the previous approval of the Government by notification, make regulations generally to carry out the purposes of this Act. (2) In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the following matters, namely:- (a) the conditions and procedure for the affiliation of Sports Clubs; 101[(aa) powers and functions of the District Sports Council;] (b) prescribe the standards, qualifications and conditions for conducting or organizing any sports or game or tournament; (c) the establishment of sports organization and maintenance of play grounds; (d) the functions and powers of the District Sports Council, Corporation Sports Council, Municipal Sports Council and Village Sports Council;
