(1) The Government may, by notification in the Gazette, make rules for the purposes of carrying into effect the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power, rules made under sub-section (1) may provide in respect of the health [hygiene and sanitation], safety and welfare of employees. (3) In making rules under this section, the Government may provide that a contravention of the rules shall be punishable with fine which may extend to [five thousand rupees]. (4) The power to make rules conferred by this section is subject to the condition of the rules being made after previous publication. (5) All rules made under this section shall be laid for not less than fourteen days before the Legislative Assembly as soon as possible after they are made, and shall be subject to such modification as the Legislative Assembly may make during the session in which they are so laid or the session immediately following.
