Any person aggrieved by an order of the Settlement Officer under Section 7 may appeal, within thirty days of the receipt by him of the order, to the District Collector having jurisdiction over the area in which the holding is situate, and the District Collector shall, after giving the appellant a reasonable opportunity of being heard and after making such further inquiry as may be prescribed, pass such order on the appeal as he thinks fit.
