Any collecting agent or concessionaire may offer a discount for any period not exceeding one year to any person for a certain sum to be paid by such person for any motor vehicle kept by him, on the rates of user fees authorised to be levied under this Act, subject to such conditions and restrictions as may be specified by regulations.
